I don't think coming down hard is the answer either. We need to look at issues like education and healthcare if we ever want to solve the drug crisis. Addiction is a disease and it needs to be treated rather than be left to run rampant. But if you think about it, we don't criminalize other diseases, nor do we usually force those with other diseases to use the treatment we deem appropriate. We don't legislate that cancer patients must undertake chemotherapy or go to prison. Treating drug use as a deviance issue rather than a health issue is a big part of the problem.
