I pitched an article just today that mostly fit in with the guidelines except for the word count being a little over the norm. But, I have had work published by them before and I do know that if it’s a good article that they will negotiate on word count some. I wouldn’t try that with a publication I hadn’t pitched to before, though.

Besides, this is a niche publication and if it fits even if it’s slightly too long they will either ask me to take something out or more likely run it as is. I do t know if they’ll accept the article but I have done my homework and have worked with them in the past so I figured I’d try. I won’t be upset if they don’t want it, though.
