That sounds awful. They evidently don't care about the property and shouldn't be living there.
To be fair, I took down our smoke alarms for a while but I kept them in the closet. The reason I did so was because the damn things were always going off. They replaced them with new ones, they went off, they replaced all the batteries on all the new smoke alarms, they continued to go off.
They kept sending people out here to look at them but nobody was able to get them to where they shut the fuck up.
Nobody was cooking, nobody was doing a damn thing but reading. Going off multiple times a month, at least once a week, for no damn reason. I hate smoke alarms, the person who invented those made lots of money on the damn useless things, because they were able to somehow get them mandated by law. I've never met one that functions as it was designed to do so.
I know they are useless because in an old house, they went off a lot but the one day we had a fire and smoke all through the kitchen, not one of them went off. But when I did take them down for a while just so I could have some fucking peace and quiet, I kept them. I put them back up and they still won't shut up.
However, your tenants don't seem to care about the house at all, so I'd give them their notice. I hate it when agents lie, I had that happen too when we were trying to purchase a house when I was still married.
